Allow symfony console v8.x (#399) - #400

The pipeline is currently broken. I would like to fix it before merging your PR.

@villfa composer test no runs through. fixed all errors and warnings. i tried to keep the tool compatible to symfony/console 8 and under. if you would only support symfony/console 7.4 we could drop the method exists stuff

will try to fix the pipeline itself.

@villfa so the pipeline did fight back and got it working.
notable changes: dropped php 7.1 because symfony/process min version is 8.1.33. dropped the fossil param -n 0 because no history git displayed
